I rarely hear a standard accent...

Ciao! 😀 It's pretty much like all languages. Standard accent is normally acquired by learning it. In English it's called received pronunciation if I'm not wrong. So, people in Italy have to learn the standard accent, which is the one you hear in dubbed films etc. but many of us see it as a not natural way to speak.
