Please explain about the Polish quote marks. It seems like a quote mark before a sentence is different than in English. They appear to be at the bottom of the word. „

Yes, indeed Ania.

In Polish this is called cudzysłów. We can translate it as someone else's words.

When I was going to school in Poland years ago this is how we used them: „Here goes the quote”.

So yes, I think this is most common way to indicate you quote somebody and this is how you supposed to use it if you want to be correct.
